Reducing Crime to a Minimum
When the sentence for a crime is not quickly carried
out, the hearts of the people are filled with schemes to do
wrong. Ecclesiastes

If men quarrel and one hits the other with a stone or with his fist and he does not die but is confined to bed, the one who struck the blow will not be held responsible if the other gets up and walks around outside with his staff however, he must pay the injured man for the loss of his time and see that he is completely healed. Exodus 21:18-19
If a man schemes and kills another man deliberately, take him away from my altar and put him to death. Exodus 21:14
If men who are fighting hit a pregnant woman and she gives birth prematurely but there is no serious injury, the offender must be fined whatever the woman's husband demands and the court allows. But if there is serious injury, you are to take life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burn for burn, wound for wound, bruise for bruise. Exodus 21:22-23
If bull has had the habit of goring and the owner has been warned but has not kept it penned up and it kills a man or a woman, the bull must be stoned and the owner also must be put to death. However, if payment is demanded of him, he may redeem his life by paying whatever is demanded. Exodus 21:29-30

If a man uncovers a pit or digs one and fails to cover it and an ox or a donkey falls into it, the owner of the pit must pay for the loss he must pay its owner, and the dead animal will be his. Exodus 21:33-34
If a man steals an ox or a sheep and slaughters it or sells it, he must pay back five head of cattle for the ox and four sheep for the sheep. Exodus 22:1
A thief must certainly make restitution . . . Exodus 22:3
If the stolen animal is found alive in his possession--whether ox or donkey or sheep--he must pay back double. Exodus 22:4
If a man grazes his livestock in a field or vineyard and lets them stray and they graze in another man's field, he must make restitution from the very best of his own field or vineyard. Exodus 22:5
If a fire breaks out and spreads into thorn-bushes so that it burns shocks of grain or standing grain or the whole field, the one who started the fire must make restitution. Exodus 22:6
If a man gives his neighbor silver or goods for safekeeping and they are stolen from the neighbor's house, the thief, if he is caught, must pay back double. Exodus 22:7
But if the thief is not found, the owner of the house must appear before the judges to determine whether he has laid his hands on the other man's proper- ty. In all cases of illegal possession of an ox, a donkey, a sheep, a garment, or any other lost property about which somebody says, " This is mine" , both parties are to bring their cases before the judges. The one whom the judges declare guilty must pay back double to his neighbor. Exodus 22:8-9
If a man borrows an animal from his neighbor and it is injured or dies while the owner is not present, he must make restitution. But if the owner is with the animal, the borrower will not have to pay. If the animal was hired, the money paid for the hire covers the loss. Exodus 22:14-15
Anyone who takes the life of someone's animal must make restitution -- life for life. Leviticus 24:18
Whoever kills an animal must make restitution, but whoever kills a man must be put to death. Leviticus 24:21
This is the rule concerning the man who kills another andflees there to save his life--one who kills his neighbor unintentionally, without malice aforethought. For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. Otherwise, the avenger of blood might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought . . . But if a man hates his neighbor and lies in wait for him, assaults and kills him, and then flees to one of these cities, the elders of his town shall send for him, bring him back from the city, and hand him over to the avenger of blood to die. Show him no pity.You must purge from the guilt of shedding innocent blood, so that it may go well with you. Deuteronomy 19:4-13
One witness is not enough to convict a man accused of any crime or offense he may have committed. A matter must be established by the testimony of two or three witnesses. If a malicious witness takes the stand to accuse a man of a crime . . . The judges must make a thorough investigation, and if the witness proves to be a liar, giving false testimony against his brother, then do to him as he intended to do to his brother. You must purge the evil from among you. The rest of the people will hear of this and be afraid, and never again will such an evil thing be done among you. 19:15-20

When God set up the nation of Israel, He gave them these laws of restitution as the means for punishing criminals, and for restoring the loss to the victims of crime. He knows of what men are made.
We are burdened with crime in the United States today because we rarely, if ever, require the criminal to make restitution for the crime. Instead, we put the criminal in prison and there support him with our tax dollars. We expect--in the cases of robbery or theft--insurance companies to make restitution for the crime. And so, we are further burdened with high insurance premiums.
The " white collar" crimes of embezzlement, fraud, insider trading, scamming of any description, would virtually halt if the perpetrators knew they would personally have to repay (or doubly repay) what they stole not just serve a few years in prison. We have the privilege, and the ability, in this country to change our laws to include mandatory restitution for crime. Organize, write and lobby Congress.
